Film Introduction
In the past few years, the Control Bureau has been protecting the human world from the shadows of society, investigating things that violate the known laws of nature throughout the country, with the aim of understanding and controlling these unexplained factors. One night, two Control Bureau agents are sitting in their car observing a target as usual. They should have paid attention to the "Littering God is Watching" sign on the utility pole, but due to a momentary lapse of judgment on their brother's part, the target escapes, dooming the two agents to a different fate tonight.
