The movie is based on true events. When war breaks out in the Republic of Numia, former resident diplomat Zong Dawei (Zhang Yi) and newcomer to the Ministry of Foreign Affairs Cheng Lang (Wang Junkai) are tasked with assisting in the evacuation of overseas Chinese. The mission ends successfully, but they learn that another group of trapped compatriots are on their way to the border evacuation point under the leadership of Bai Tranquility (Yin Tao).
